Build for the illegal whaling industry, Harpoon Man is far stronger then his small size looks. Von Karas build him under the guise that he was for search and rescue, then sold him to a whaling fleet. Just before the betrayal to Dr. Wily, Von Karas re-called Harpoon Man and made him combat ready. Under order, Harpoon Man returned to the Whaling Fleet and took over the mother ship while having the others sunk.
